How Power Books Work (1.6)
Power Books are a new consumable item category added in patch 1.6. Unlike standard recipe books (which permanently teach a recipe), Power Books grant permanent statistical buffs when read once. Each Power Book is unique — once you've read 'Combat Quarterly', reading another copy does nothing for buff stacking; the buff is permanent and applied on first read only.
To read a Power Book, simply use it (right-click on PC, tap on mobile, A on controller) from your inventory. The book consumes itself and the buff is applied immediately. The buff is permanent and persists across saves, deaths, fainting, and any other game state changes.

The Bookseller — Primary Power Book Source
The Bookseller is a new 1.6 NPC who arrives in Pelican Town twice per in-game season. Lost Books — Museum Library Reference
